On a global scale, there are today major changes regarding Maritime Security. Practically, these international changes reflect the awareness of the shipping industry and of governments to the security threats addressing the Maritime sector. Moreover, implementing new regulations such as the International Ship and Port Facility Security (ISPS) Code is an important international regulatory security initiative developed by the International Maritime Organization. The Code contains security-related requirements for governments, port authorities and shipping companies, together with a series of guidelines on how to meet these requirements.

In planning the port or ship security and safety system we must bear in mind that the port or ship is a civilian and economic entity the security program must therefore be formulated so as not to pose a target in itself. Security must serve all elements operating at the port or ship, without hindering their activity.
